Department of Education, Division of
Guimaras is an organizational unit operating on its own mandate as a Division
headed by a Schools Division Superintendent and Assistant Schools Division
Superintendent. It operates toward the
achievement of the DepED vision and mission.
Division
of Guimaras is currently manned by Mr. Victor G. De Gracia, Jr., CESO V as the Schools Division
Superintendent with Mrs. Felisa B. Beriong, the OIC-Assistant Schools
Division Superintendent. They
belong to the third level positions, executive managerial, appointed by the
President of the Philippines
At
present, the Division has a total number of 1,504 teaching and non-teaching
personnel per plantilla position. Of this
number 127 are supervisory positions and 1,377 are non-supervisory
positions. Supervisory positions comprise
the school heads leading the school.
These are the Head Teachers, School Principals, and Public Schools
District Supervisors. In the Division
Office proper are the Education Program Supervisors and the Administrative
Officer V.
Non-teaching
personnel are those assigned at the Division Office proper. Some are deployed to the elementary schools
like the Administrative Aide I (Utility Workers) while some secondary non-teaching
staff perform financial duties and functions.
There are also schools which have casual plantilla positions with
personnel hired in supporting the administrative functions of the school heads.
Curriculum
and instruction implementation in the Division of Guimaras is effectively
carried out to provide quality education to 22,095 pupils and 11,937
students. The Education Program
Supervisors and Public Schools District Supervisors are tasked to monitor and
provide technical assistance to all school personnel in the implementation of
all DepED programs and projects.
The Schools Division Superintendent
developed local initiatives to contribute to the attainment of national goal of
improved academic achievement. One major
initiative is the implementation of ICT-based instruction through the Knowledge
Channel Foundation and Lopez Foundation.
Schools have already television sets used for classroom
instruction. Another program is the
OPLAN HANAP Eskwela which focuses on the survey of out-of school youths,
children, and adults. These individuals
were identified and the Alternative Learning System (ALS) of the Department
provides answer to their educational needs.
In order to motivate, the teachers and all
other personnel to perform better, the yearly Search for Outstanding Teachers
and Schools Heads is conducted. Winners
are given plaque/certificate of recognition and cash awards. Monetary rewards are realized through the
linkages of SDS De Gracia with the provincial government and other
stakeholders. On the side of learners,
the search for the Guimaras Ten Outstanding Pupils and Students (GTOPS) was
launched in 2012 that gives due recognition to the cream of the crop each year. These are just among the many to mention
innovations of SDS De Gracia.
The Administrative Services of the Division
is the supportive partner of the Schools Division Superintendent in carrying
out his planned activities for the improvement of education in the province of
Guimaras. The Accounting section ensures
that all expenditures are in accordance with the accounting and auditing rules
and regulations. The Human Resource
Management Office take the responsibility in developing a comprehensive and
balance human resource management system and programs which are designed to
promote morale, integrity, efficiency, responsiveness, progressiveness, and
courtesy, in the implementation of government-wide personnel management
programs of the Division.
In coordination with the Head of Office, it
ensures just and humane recruitment, selection and placement in accordance with
DepED Merit Selection Plan and Civil Service rules and regulations. It is also
tasked to promote continuous human resource development from recruitment up to retirement.
Recent accomplishment was on the reclassification
of 83 teachers to a higher position.
Eighteen (18) of which are Teacher III reclassified to master Teacher I
position in the Secondary level. Another achievement which is on its midway of
accomplishment is the cascading of the Results-based Performance Management
System (RPMS) to the thousands of personnel in the Division.
With its newly-appointed Administrative
Officer, who has the capability, innate knowledge and skills and has many
things in mind for the further development of the manpower resources of the
Division, surely, will better the best of the Division.
